Holders decide what happens to a quiet coin's engine

A coin whose market cap falls back under $25k is dormant, but its engine position is still open. Holders vote: CPO closes it and pays out, CTO keeps it running exactly as it is.

Rules: any holder with 0.5% of the supply opens a vote from a tile above. A close-out pays 50% to holders pro rata at the snapshot, 30% to the treasury and 20% to buybacks. Weight is your balance an hour before the vote opened; it runs 72 hours; 10% of circulating supply must take part; a tie fails. These close-out rules come from the previous build and are pending review against Perpium's incident rules.
